Monarch Secures New Early Learning Centre Project in Goulburn

Monarch has been awarded the Design and Construct contract for the new Record Street Early Learning Centre (ELC) in Goulburn. Delivered for the Anglicare and managed by Colliers, this project will bring a modern, purpose-built early learning facility to a growing residential area.

The development will transform the existing 1,200m² site, with demolition of the current structures making way for a 91-place centre designed to support modern learning and care. The new ELC will be constructed with a concrete-framed structure on cantilevered piles across Basement, Ground and First Floor levels, and will include:

  • Five dedicated play rooms with adjoining outdoor play areas

  • A secure reception and entry, lift lobby, offices, staff spaces, meeting room and laundry

  • Purpose-designed amenities including toilets, nappy change facilities, accessible bathroom and ample storage

  • Secure basement-level parking for 25 cars and bicycle storage

  • A lift providing full accessibility

  • Outdoor play spaces featuring soft landscaping, shade structures, and durable hardscape paths

  • Infrastructure upgrades including in-ground services, stormwater systems, electrical network improvements and municipal footpath works
